In year 1863, England experienced a major growth in population, bringing Officals together to debate how to solve the problem.

Their solution?

One hundred citizens from each city will be chosen at birth every year to be killed on their eighteenth birthday.

These random citizens are to be branded with a tattoo, normally on the back of the neck, showing their identification.
