Without doubt he lets her into his live, he lets her live in his apartment and he brings her on his daily visits at the Stark Tower.  Steve seems to have trouble adapting to this time so Fury decides to let someone help him out a bit, but not just anyone. Bruce persuades Fury that Jessica is the right person for the job.
