A cloak-and-dagger war rages in an invisible, marble world (superimposed on our own)--between H.O.B.O.E. and Harpy agents.
But the war is a bit of a charade, to make the earth look dangerous to would-be intruders. The Scarecrow-to-the-Aliens pulls puppet strings behind the scenes.
When intruders do come, they are not from outer space--but the past. The Harpies ally with these Scavengers. They blame the Scarecrow for losing their war. Try to kidnap her daughter, Cameo, and install her in her mother's place.
So Cameo is placed in "The Home for Magical H.O.B.O.E. Orphans," for safe-keeping... until she escapes. Tries to save the world single-handedly--with help from her Hoboe friends.
