The two were made of groups of people. Making someone feel warm and welcomed was a trait of the White Witch's Palace, and making someone feel cold and paranoid was a trait of the Shadow Kingdom. There was no in between. It was one or the other, and where you were born dictated where you would stay for the rest of your life.
