Create a Justice League superhero or an Avenger superhero. Or create a villain to try to take over the world.
When the world is at stake because The Joker and Loki join forces The Justice League keeps and eye on the Avengers because they believe they are causing the mischief. But The Avengers are also keeping an eye on The Justice League. They don't know it's Loki and The Joker so they are free to cause as much mischief as possible so the two teams will blame one another until a war breaks out between them.
