Voldemort never died. Instead his wife was murdered by Dumbledore and his infant son kidnapped. Colin Potter is hailed as the Chosen One as Voldemort goes into hiding due to his depression. His son, Hadrian Riddle spent the first years of his life "raised" by the Potters. At the age of five he is taken to the Dursleys. At age 8 Hadrian commits his first, second, and third murders. At age 9 he is found on the streets and taken to St. Mary's Orphanage. At age 11, he learns his name for the first time when he receives his Hogwarts letter and is sentenced to  Azkaban for murder. Now, at age 15 a new law is passed with help from Death Eater spies in the Ministry. Hadrian Riddle is going to Hogwarts.
