Council's Choice

The world had drastically changed ever since the first invasion wave of 2049. The invasion came from our oceans, they came to our lands but blended in our society physically. They've managed mass murders, countless acts of massacre intentions under our radar; our military was no use against them for they looked and acted like a normal human.
Until 2050 the invaders, what we called the Abscondit, retreated back into the sea. Our World Leaders were in question of why would they come to kill and leave without a trace.
With the decimated population, there was change in our system of ruling. There were no more countries, but there were sectors. The humans population decreased to about a few hundred living in each sector.
It was now 2101 and no signs of the Abscondit. The entire world, of what was left, was under the ruling of 11 council men and women of different ranks. Still being under fear of what had happened, our technology developed and the Council began testing for military weaponry.
It was a rule by the Council since 2078:
Every year, the Council shall take children of random choosing to be under military development testing from each sector.
The test subjects were to never be seen by anyone except of high authority, given numbers to replace their names, and lived in absolute riches. It was rumored to be called Sector Z, the most secure place.
It was the day of choosing, Serafina boroughs her face within her mother's sleeve, scared petrified to know there was a chance of having strange men in uniform to retrieve her.
