Madge Undersee, the daughter of District's 12 mayor, has lived a life of security and free of the fear of being reaped. Many people envied her borderline luxurious lifestyle compared to the scrutiny many other residents were under. She has never been near starvation like many others who she would classify as 'friends' or at least 'acquaintances' have been. She was just that lucky person who was born into a richer family within one of the poorest districts.

Her security is suddenly taken away when President Snow and his newest game maker have change of rules - any person living within any District boundary can be reaped; this cannot be pardoned by their class of living. Her name would still only be entered once, but could that unlucky bit of paper lead her to her own death sentence?
