The Heroes Legion have barely recovered from their battle with the Arch-villain "Meta-Master" when the villain decides the next move he can take against his new enemies...is to fight fire with fire.

By way of an exposure to an unknown element, he transforms a group of high school delinquents into partially active Metahumans known as the Made-Men.

Meta-Master gives them this challenge: Defeat the Heroes Legion, and he will reward them by fully activating their dormant powers.

But one among the Made-Men isn't interested in staying a "foot soldier" to Meta-Master's growing Army of Metahumans, and makes a play for more power that will put the whole city in danger.
