The United States government crumbles to the ground and vanishes after a pissed off Russia bombs every defense America has. A cruel new government formed by some of America's own people rises from the debris. They are a brutal, horrible, sick, power hungry, paranoid group of men and women. They forcibly enlist  the aid of all of the old government's remaining officials, including Grace Litz, a former Special Operative for the FBI. Grace was never an assassin, but had done her fair share of dispatching threats to the nation, and had done it very well. The new government, the Healers of The Nation (HTN) recognize this in Grace, and force her to become the lead assassin in a new police, a police that kills Americans that the HTN suspects of treason. The only thing is, the HTN hardly ever really suspects anyone, they just want to make an example, or kill for fun. And they kill in the most gruesome ways. One day while visiting him at his labs they got into an argument over a pencil. She ran away upset and the next thing you knew her father was on the ground, bleeding. Someone killed him. But they weren't aiming for him. They wanted to kill Grace. She went on the run. She withdrew all the money he left her and backpacked around New York for a couple months until she bought an apartment. When Grace was 15, credited with over 32 kills, she was targeted at the apartment so she took her back packing to the sewers and now lives a double live as Grace Firewinter and the superhero Raphael.
