He discovers that she may have ties to the corrupt Francis Kintuket, warden of New California's Prachard Colony. Frank Lee has been tasked with interviewing Warden Kintuket, who has organized and will supervise a series of state sponsored capital punishment verdicts, all of them one after the other.
