Everything is planned out by the P.O.W.'s (presidents of the world);
Marriages, children, what people wear, how people act, what time people go to sleep and wake up, the jobs people are assigned. 

However I wouldn't call them people, nobody is anybody in this world.

They even control what people think, to make sure they aren't different.
