His people, when they turn 18, give him their wishes in exchange they get to live in a safe, beautiful, and prosperous kingdom completely for free. And once a year, a lucky citizen may have their wish granted, returning back to whole. However giving up a wish is a difficult thing. It's like taking away a part of your soul, leaving behind an empty gap no material object will fill.
