Based on @MadeInWicklow 's The Ultimate Games, in this story, there are thirteen Games in one year. 12 boys and 12 girls are chosen, but they aren't battling people from other Districts. No, they're going against their own Districts. When all twelve Districts have completed their Games, there will be twelve Victors...or will there?
    
    Is there a second twist in the 6th Quarter Quell that no one--not even President Snow--knows about? If so, what's the twist? Only the Gamemakers know, and when they reveal their secret possible twist, every single citizen of Panem will be shocked.
