Twenty-minutes into the future, the United States government grapples for control with massive mega-conglomerates. The top black market good is cloning technology, which is beyond illegal. Fortunately the cops work independently of the companies that run the massive yet mysterious City: a hyped up urban hell hole built on cybernetics, prosthetic, and on the corpses of the corporate underdogs who couldn't dodge a bullet. But with mega-corp known as the Lixeon Corporation tightening a grip around the City government, it's all about to change. Enter Lucas Grey: Young, brash, and handsome. He's on his way to the top, or at least, he was. He saw something. He saw something big in the bowels of the Lixeon Corporation, and quickly turned from being their next superstar and became their next target. As it turns out, whistle-blowers don't get far in the modern world. Now the cops have a seemingly uncrackable case. Lead investigator Anna Javier can only dig so much, and the question on the minds of her and her partners is this: Who killed Lucas Grey? Why was he killed? And what does it mean for the City? Media coverage is fast as information travels the net lanes at sub-sonic speeds. The public knows the killer. Or at least they think they do. A garbage disposal worker named Kevin Kosack. A sadistic killer with a penchant for flashy handguns. Right? But if that's the case, then why do the cops spirit him away to the slums? Why is he engaged in an operation to take down the City's deadliest assassin? And to top off the mounting pile of problems, Lixeon is on the verge of putting their illicit technologies to use to make the biggest financial move they'll ever make, and they're doing with the help of an imprisoned scientist who may not be who he seems to be.

Ilay is the leader of a powerful gang operating from the slums, feared for his intelligence and unpredictability. Ruthless yet strangely principled, he's known for dismantling rival cartels piece by piece. But what no one knows is that Ilay himself was once a test subject of Passion-and the drug still courses in his veins, threatening to consume his mind. Their paths collide when Taeui accidentally saves Ilay's life during a street ambush. Suspicious but intrigued, Ilay takes Taeui under his wing as an unwilling "translator" for his operations. Taeui soon realizes that behind Ilay's violent façade lies a man who remembers nothing of his past-only the burning desire to destroy the organization that made him. Together, they uncover the origin of Passion-a government-sanctioned project run by Ilay's adoptive father, General Riegrow, who intends to mass-produce the drug and sell it as a weapon of war. As Taeui becomes Ilay's moral anchor and Ilay becomes Taeui's protector, their bond deepens beyond survival. But every step closer to the truth draws the attention of assassins, corrupt officials, and ghosts from Ilay's past. In the end, Taeui must choose: -help Ilay destroy the entire network, even if it means Ilay dies with it, -or save him, and let the city burn
