Twenty years ago, a neo-terrorist organization called Xiong made themselves known to the world by three contacts. By the third contact, they released a psyonic pulse that mutated the DNA of everyone within the radius on an molecular level. Those affected began developing abilities called phenomena and were quickly categorized as Anomalies. Wasn't till five years after the third contact that Law Enforcement created a division specifically to counter rogue and dangerous Anomalies called the Tactical Assault Guard. Twenty years later, remnants of Xiong rise are beginning to surface as the job have been placed in the hands of a motley crew of Anomalies known as the RagTAG Crue to bring the neo-terrorist organization down to justice. They have come to finish what shouldn't have started.

Nearly twenty years ago in the year 20XX, a mysterious capsule landed on Earth from outer space. As soon as it landed, it released a gas that polluted the entire world. The government started an Organization of normal humans, and even some mutants, to capture, detain, and imprison rouge mutants who recklessly use their powers for whatever they want.
