"Instead of 24 people in one Hunger Games. It is 348. 29 in Each district. 347 will be dead. We are doing a extremely overpopulation death of 347 people, each year. Then if it doesn't work out, we'll go back to 10 people per district. We are currently building Districts 13-36 so that way everybody will die.
