"Instead of 24 people in one Hunger Games. It is 348. 29 in Each district. 347 will be dead. We are doing a extremely overpopulation death of 347 people, each year. Then if it doesn't work out, we'll go back to 10 people per district. We are currently building Districts 13-36 so that way everybody will die. When Kira Blackwood's name is reaped, she knows she's screwed. All usurpers were executed (except those pesky star-crossed lovers, who knows where they ran off to), District 13 was destroyed for good (but District 12 was rebuilt, on the basis that the Capitol realized that it actually really needed coal), and the Hunger Games were reinstated.
