This is what I think would happen of Katniss did not win the capital found out about the rebellion and they blew 13 up and Coin died because she did not know. 13 years later Aspin, Rue's little sister, now is in the hunger games follow and hear her story

The daughter of the games
In this Hunger Games fan fiction, we follow the story of Grace Frost, a 16-year-old girl from District 12 who was reaped for the 76th Hunger Games. Grace is not particularly skilled in hunting or combat, but she has a likable personality that makes her popular among her peers. Before leaving for the games, Grace asks Katniss, the winner of the 74th Hunger Games, to take care of her daughter, Faith Anderson, in case she does not make it back. Katniss agrees to the request, knowing all too well the pain of losing loved ones in the games. The 76th Hunger Games are unique in that they are taking place during a time of increasing rebellion against the Capitol. As the games progress, Grace realizes that she has become a symbol of hope for the people, much like Katniss did in the previous games. She uses her popularity and charm to win the support of other tributes and the Capitol audience. Meanwhile, Katniss and other rebels are working behind the scenes to support Grace and use her as a symbol to rally more people to their cause. They know that the Capitol will do everything in their power to prevent a repeat of the 74th games, where a tribute from District 12 emerged victorious. As the games come to a close, Grace finds herself facing off against another tribute from District 12, a tribute who has been trained specifically to take her down. It's a tense and brutal battle, but in the end, Grace manages to emerge victorious, becoming the first tribute from District 12 to win the Hunger Games twice. However, the victory is bittersweet, as Grace is haunted by the deaths of her father and James Anderson, the father of her daughter, and she knows that the Capitol will not take her defiance lightly. With the help of Katniss and other rebels, Grace begins to plan her next moves, knowing that the fate of her daughter and the entire district is at stake.Lengkap

Well no one knew about one spark of a rebellion in-between, the one that made one girl, Forever in The Hunger Games. Well, on the year of the 68th Hunger Games, eleven year old Lucinda Colden sparked Rebellion; she was taken by the Capitol, and was locked away for two months while the Capitol decided what to do with her. They made their decision that men were going to use her, and she was going to be tortured once every two months by being placed in a pool, and then it being electrified, to toughen her up for the years to come. Her main punishment, she was going to be placed in every Hunger Games, mutt or human, for the next twenty years. It is now the 74th annual Hunger Games, Lucinda has survived the past 6 Hunger Games. Now, her 7th has come, and she comes back as violent as ever. But when she finds the competition is high, she grows on three certain people. The 100th Annual Hunger Games
What would happen if Katniss hadn't won the games? Well the rebellion never happened and the games continued on. This year, it's time for the 4th quarter quell and the capitol has a big surprise for the districts. There will be three games. The first game will consists of district 1-6. 3 males and 3 females will be reaped from each district to participate. 12 of the 36 will move in to a final game. Then the second game will consist of district 7-12. 3 males and 3 females will also be reaped. Again 12 of the 36 will move on to a final game.
