Harry has social anxiety, can't even make small talk without stuttering. Louis is outgoing and can't stop himself from introducing himself to complete strangers.

Most people ignore Louis, think he's weird for being so open. People do the same to Harry, except most people ignore him for the simple fact of not knowing he exists.

Harry stays on the down low. He only opens his mouth when he's forced, even then he makes a complete fool of himself. Louis trusts people he shouldn't and expects everyone to trust him just the same, which can cause some major problems for the lad.
