But what they do know is that he's one fucked up person.

Everyone knows the government and the government knows everybody. Well, that's what they think. The government thinks they've got 'The Angel' all worked out.
Okay, they hope they've got him all worked out, even though they have no idea what he looks like, or even what his name is.
But one thing they do know, is that they want him.
