Thomas is a Guardian Angel. Everyone expects angels to be good and help souls find the light... Well, I guess you could say he isn't doing his job right. When the League of Angels contacts Thomas, he is given two options; one, watch over and protect Elizabeth until she doesn't need it any longer or she graduates high school; two, get kicked out of heaven.
