Enclosing Albama and isolating it from the rest of the world, is a chain-link fence, beyond which it is prohibited to move. The government says that the fence is for the safety of the Albamaians. To protect them from the 'evil' outside.

The boy, desperate to find someone to help him save his sister, leaves the city and finds one of the youngest cooperative packs in North America, called the Raiders, comprised of unwanted individuals with the strange powers left from the destruction of years past.
