Ordinary guns nor blades can completely killed them and so it is decided that humanity have only one option and that is to become part monster but keep their human shapes and appearances. These new humans defeated some monsters proving that they are a success for humanity to fight back. They didn't want to lose all of their humanity and become nothing more than animals that hunted the monsters: then they would truly be no better than the monsters themselves. So they stayed civil while still doing what it took to survive.
