Hong Kong's political system has become deeply polarized since the end of the Occupy movement and it comes to no surprise that the legitimacy of the Chief Executive (CE) (along with the Functional Constituency) has been severely thrown into question. But how can society move beyond this impasse. The solution is in HK's British history. By turning Hong Kong's legislature into a bicameral legislature similar to Great Britain's, society will be able to end the filibustering of the pan-democrats, ease tensions in society, restore legitimacy in the CE, and allow society to progress toward democracy, without the Pro-establishment losing power.
