When Harry reads a prophesy he discovers a way to bring back Tom Riddle. It will end Voldemort rain of terror. He brings back Tom, though he is not the same as when he became Voldemort.
Harry has also brought him back for a very specific purpose. They are soul mates. Evil and Good. Only one balance.
