The Above is an ordinary civilization in the clouds, Maddison's home for as long as she can remember. Run by a fair, just council.
The Renewal is an annual ceremony in which five teenagers are selected to propose new laws to the council. Maddison is surprised to find herself in such a position.
But this year, the Above receives an unexpected visit. An angel has decided to enter the Above, unannounced, on a secret mission. No one knows who this angel could be or why he could be here. And Maddison's forgotten past somehow has a role to play in all these strange endeavours...
