But how has this man managed to avoid capture and escape it every time? Well, it has to do entirely with his own ability. There is literally a filing cabinet full of as much information as possibly gathered on each of his forms, nicknamed "State forms" as USA himself calls them. Though, after meeting Russia, USA takes an interest and starts telling more information than usual to Russia, stringing him along for his own amusement. But even with all this information, will America ever truly be caught and locked up for good?
