Wren was used to being taken everywhere in shackles. As one of the magic enabled in the region - the Incantrix - she would have been vastly talented if she was trained to use it - and very deadly.
The Tenebrae are a corrupt corner of the government, seizing all those with the rudis magicae in their veins to be kept under strict conditions. The rudis magicae flowing through Wren's veins is the kind that has kept her indoors all these years, under rules and regiments, timetables and torture.
