Thirty Year Rotation

Since the beginning of time technology has overpowered the world. With state-of-the-art technology like flying cars and hi-tech Smart Houses, technology constantly gets bigger and better. However in the year 3000 the world had an economic meltdown and shut down for 30 years. When the world "woke up" it was put on "Rotate" and the government had full control over all the citizens of the world and tells them what they can and cannot do. Being on "Rotate" means every thirty years the world will rotate between the Techno and Anti-Techno age. This means that citizens born in the Techno age have unlimited technology power and they live in the "happy life". Once this thirty year period ends, the world goes into the Anti-Techno age which is completely against technology because the government thinks it triggers happiness and freedom. During this age citizens are restricted to one hour of technology per day (7 hours per week). The government doesn't want citizens to use technology however if they do, they will be closely monitored. Unless someone can stop this rotation from happening, it will continue to rotate from Techno to Anti-Techno, back and forth forever.
