Mr. Percival Prattle is a strange man. He knows each of his plants by their personal names, takes his tea at precisely 3:01 in the afternoon, and prefers unsalted butter. But what his likable servant Ranald finds even stranger is his request to visit the City Fair. Once there, Mr. Percival becomes infatuated with a carousel. He must have it and won't leave the Fair without it. Poor Ranald has his hands full with his strange master running rampart throughout the Fair. The appearance of Miss Genevieve, the young lady that causes Ranald to blush terribly, only adds to the situation.
Can Ranald convince Mr. Percival that he doesn't really need the carousel? Will he finally manage more than a stutter around Miss Genevieve? Or will Mr. Percival Prattle disrupt the entire Fair with his want for the carousel?
