By your teenage years you begin to exhibit your Augment.  If you're lucky, you'd come out ahead, looking better than before.  For the unlucky, there was the streets and clans for support.  Which Aug you got was thought to be based on where you first landed in the City.  The City of Deluge.  Deluge was a destitute City, littered with debree looking wartorn, but still eerily inhabited.
