Victoria, otherwise known as Tori, Carter was a normal 17 year old girl. At least, until she found out that she isn't really human; she's actually a mermaid. Her dad was a merman and her mom was a mermaid. She has to move from her old city of Chicago, Illinios to wonderful Venice, California. Her newfound friends in California are trying to get her to join Melody Clan; named after Tori's mom. Well, then of course, there's the sexy merman to deal with.
