After a 7.6 earthquake strikes, Gotham City has been declared a No Man's Land by the United States Government. Who will the citizens turn to in order to survive? Perhaps a better question is will they survive. That is one thing Oracle is determined to ensure.
This is the fourth in the Batgirl series.

Who really trained Damien? Was it Bruce, or was it Dick? Well, surprisingly, Dick Grayson is the actual mentor of Damien Wayne, Cassandra Cain, and Stephanie Brown; AKA Robin, Orphan, and Spoiler. Bruce has been 'dead' for about three weeks now, and Gotham is getting restless.
