Star Trek: Phantom Academy

Starfleet produces the best and brightest of space explorers. Names like Kirk and Picard float around the halls of Starfleet Academy, inspiring young cadets to shoot for the stars. However, not every student is a comet shooting toward success and not every professor is an accomplished officer. Some aren't sure if Starfleet is even where they are meant to be.
For those who find exploration a difficult career and the prime derective hard to follow, there is a special unit. Starfleet Phantom academy trains the worst of the worst. The students have flunked out everywhere else and the teachers have broken too many rules to count. For those forced to work here, it is a last resort punishment. To the students who study here, it is their last hope.
