Detective Riley Swanson has been with the Upside City's police force for a decade. Five years of detective work is nothing when the city itself hardly gets eventful. The city's luck runs out when it becomes the new area for dealing a drug called Daze and the main target for a rising serial killer, The Hangman.

While Upside burns in this new hell it becomes, Riley deals with his partner for the case, Hal Berghim, a demoted special agent. Can the two work while their feelings grow for each other? 

The chase for the Hangman begins.
