So where are the people of Earth going to go?
They need somewhere else in the universe.
So simply they send off four boats carrying teenage prisoners to find somewhere for the rest of the inhabitants of Earth to live.

Every three years a group of two-hundred teens get sent to Earth. After spending two years on Earth, you can choose to go back onto the Ark or to stay on Earth. Most don't survive the first week. They get to either join a Clan, create a new Clan or go solo. If your name is called out, you have to go down. You have no choice. Almost everyone joins a Clan or makes a new Clan.
