The Capitol is the ruling government of Panem. It is widely known as oddly dressed and extravagant. The Capitol citizens could also be considered an outsider from all the other districts. Adoline Walsh, a 16 year old girl, has dreams of changing that. She is known to be very athletic and to be able to fend for herself. To prove herself, she wants to be the first Capitol citizen in the Hunger Games. Adoline know the reason behind the Hunger Games, but that won't stop her. Her goal is to prove herself to all of Panem, but can she do it without being discovered or killed?
