The crime in Osaka has gone through the roof, too much for the police to handle. At this point, officers have been looking for easier ways to get things done and dealt with, causing a corruption. Officer Furemoya, a recent addition to the work force, disagrees with the injustice that's been forming in their legal system, but cannot handle this on his own. He hears rumours of an ex-cop named Ryota who was the best cop in their squad, and goes looking for him. Now working a basic 9 to 5 job, Ryota has no interest in returning to the force. But after some talking, gives in and decides to quit his job and help Furemoya fight crime.
