Not all humans were affected, but the ones that was either got powers or dead. Some who got powers became insane and started killing, they have been labeled has Outer Ones and the very few who didn't became Outer Ones became Breakers and the Breakers have taken it upon themselves to stop the Outer Ones, but don't call them heroes. A breaker could easily lose control and become a Outer One.
