We all make bad choices in life, but most of us learn from these mistakes. However the people that don't learn are temporarily given a guardian angel to help them with what's right and wrong.  

Angels have a strict definition of what's right and wrong too. And going against the rules can result in only one punishment: "cleansing" - which means that an your mistakes are erased and you're given a "fresh start". Except there's more to it than that, and only a few people know that. Which is why Yoongi ran away to Seoul - he couldn't face the reality of the cleansing.
