Because in the novel, he had written his motivations and why he keeps it a secret, that could potentially ruined his life as a king, once it got out in the public. Doesn't realize his life will get in danger, as Guy Fawkes (the letter sender) has created a revolutionary group known as The Troops, who are people that was once servants and people of the King.
