It is normal, that everytime Izaya goes to Ikebukoro it won't take long for Shizuo to appear. And after this they will start their hunting game. Izaya is mostly in Ikebukoro because of his work, but also because he loves it to piss of Shizuo. That's something he already enjoyed since high school. 
But today was the day where he really hoped not to bump into Shizuo and the reason was he got a cold. Due to this fact he kinda doubted, that playing with Shizuo would go as smoothly as usual, and to be honest he would've preferred to stay home, but his work forced him to go to Ikebukoro.
