Bardock passes by a planet named Earth, while he was passing by his Scouter picked up a power level of 1000. So for safety precautions he decides to send his oldest son Raditz who is 7 years old with a power level of 517, instead of his newborn baby named Kakarot who had a power level of 2. Raditz may be weaker right now but he's a Saiyan so Bardock had faith that in a few years his son would become the strong warrior he always dreamed.
