Every millennium, the order of powers shuffled. 
	The system was Tarots. Their powers were granted when the person was ready. There were always 21 cards. Every thousand years the old rulers died and new ones replaced them. 
	To keep from wrecking havoc upon the world, they sorted into the order of a deck containing 14 Cards from the King to the Ace, and all the leftovers were eliminated. To keep a bittersweet Balance.

        At first, they were diplomatic. The few first thousand years saw the natural rulers of the Fool, the High Priestess, and the Magician. They had the most power, and they were the wisest. No one argued against them, nor did they fight for the throne.
                  For four thousand years they reigned and harmony balanced throughout the land. 
                                            Then one millennium, Death decided to defeat them.
