This is book 5 of the Inheritance cycle, my version. 

With Eragon in the unknown lands and Arya the queen of the elves, many years pass. A new King has arisen for Alagaësia, and the riders have been resurrected.  Near the coastline city of Kuasta,  a young girl was born. Her mother put her in a basket, and left her with a single necklace in the shape of a dragon, made of gold. When a man chanced upon her on a hunting trip, he brought her to an orphanage, where they named her Lilliana and raised her as an orphan.

Meanwhile,  a new enemy arises from the North.
