This is Multichrome. After an intergalactic civil war, she was paralyzed, her memory destroyed, and deserted, left to die. But when the villainous Dr Screwball Jones crash lands and gets stranded on that same planetoid, he fixes her up and takes her in. Eventually, she was brainwashed, forced to be his servant, being dragged around while her master spread his "joy" throughout the galaxy. Y'see, she's not very good at her job.
