In New California, America's recently constituted 51st state, rookie reporter Frank Lee falls in love with Yvonne, the young leader of a militant leftist group. He discovers that she may have ties to the corrupt Francis Kintuket, warden of New California's Prachard Colony. Frank Lee has been tasked with interviewing Warden Kintuket, who has organized and will supervise a series of state sponsored capital punishment verdicts, all of them one after the other.
