Gru has gained a good reputation at the AVL(more or less). After a mysterious shadowy figure destroys the Headquarters, the agents excluding Lucy leave because they won't get paid. So Gru is assigned to assemble an army of new agents. He makes all his minions the agents. But they need to be trained, so Gru creates the Minion School.
