C.D.E.; A Confined Department for Elements; A place isolated from the remaining U.S.A. population ment to keep children of the four elements in.
Mayhem and Havoc both lie within C.D.E. They keep the four elemental children in two groups of the prison for a reason. To keep each other at bay. Fire and water on the left side. Earth and air on the right.
There's always a rebel in the prison, determined to escape, and they always fail. But one girl is determined to not just escape, but over throw all the C.D.E. prisons in the U.S.A.
