Varela is a firebender. That isn't really strange, unless you consider the fact that she has lived in the Southern Water Tribe her entire life. Being isolated from all Fire Nation influence has led her to not only be a fully-fledged Southern Tribeswoman, but also helped her become a prodigy by developing an entirely new style of firebending based on the only bending she had around--waterbending.
Fire and Ice is about Varela's struggle to learn how to accept herself for who she is despite discrimination from other tribe members.
